Tourist buses will be allowed to enter the City Centre of Rome only if in possession of specific permits. This is a summary of these new rules regarding to the circulation, parking and tariffs for tourists buses within the city of Rome.
This regulation will be in force from the 1st January 2019 and will have as main topics:
- The creation of a new zone called “C” in addition to the existing “A” and “B” which will be forbidden to buses excepted to some particular cases;
- New tariffs for permits that are different for each access zones and the relative short, hourly and long-term parking areas;
- Buses classification depending their pollution class;
ZONA A:
extended from Grande Raccordo Anulare (Great Ring Road) to Mura Aureliane (Aurelian Walls)
Permit A allow:
- circulation in the ZTL bus A;
- stop within the ZTL bus A, only if permitted as the disciplines in force and only in the assigned stop areas;
- drop off and pick up of passenger nearby hotels, restaurant, facilities, schools, offices and museums withinthe above designated area.
Permits A1 allow:
- circulation in the ZTL bus A;
- stop within the ZTL bus A, only if permitted as the disciplines in force and only in the assigned stop areas;
- drop off and pick up of passenger nearby hotels, restaurant, facilities, schools, offices and museums withinthe above designated area.
- stop at F.S. Aurelia Station parking with the opportunity of access at the Vatican area by train. This permits is limited to n. 72 per day (n. 36 in the morning until 1:30 pm – n. 36 in the afternoon from 1:30 pm)
Buying the same permits for morning + afternoon for the Vatican Area (until 1:30 pm + from 1:30 pm) give the opportunity to benefit of a 20% of discount to the afternoon purchase.

Permit B1 allows:
- circulation in the ZTL bus A and B;
- stop within the ZTL bus A and B, only if permitted as the disciplines in force and only in the assigned stop areas;
- drop off and pick up of passenger nearby hotels, restaurant, facilities, schools, offices and museums within the above designated area.

stop at Olimpico Farnesina and Olimpico Tor di Quinto parking, drop off / pick up to the dedicated areas in Piazza dei Tribunali, Viale del Vaticano and Viale Giulio Cesare. This permits is limited to n. 190 per day (n. 95 in the morning until 1:30 pm and n. 95 in the afternoon from 1:30 pm);
Permits B2 allows:
- circulation in the ZTL bus A and B;
- stop within the ZTL bus A and B, only if permitted as the disciplines in force and only in the assigned stop areas;

Permits B3 allows:
- circulation in the ZTL bus A and B;
- stop within the ZTL bus A and B, only if permitted as the disciplines in force and only in the assigned stop areas;

ZONA C:
Historical Center
The historical center of Rome will be forbidden to tourists buses, but the authorization for the access and circulation can be issued , without additional charges to the A and B permits, to buses for:
schools for trasportation of students in the primay school who had to go, for school trips organized by the same institute, to places of interest located in the area inside ZTL BUS C, according to a limit of 30 coach per day;
hotel within the ZTL BUS C area, with an equal or greater number of room than 40, according to a limit of 30 coach per day;
Authorization C allow the circulation in the same are for 60 minutes starting from the entrance in this zone only for the transit and drop off of the passenger. The same permit allow pick up of the group that could be possible in the same day for the school and in a different day for the hotels.
Attention to book this permits, is necessary receive not later than 5 working days before arrival:
date and timing of arrival in Hotel;
date and timing of departure from Hotel;
name of the hotel;
confirmation from the hotel with: date of arrival and departure of group, total number of rooms owned by the hotel and number of guest of the group;
CARNET
In addition to daily permits, there will be the possibility to purchase carnet, or “packages” of permits valid until 31.12.2018 and wich can be used on more than one vehicle with the same pollution class.
